Who is the decider

Who decides where buses will go?  And who decides how they will be numbered?

My guess is a bureaucrat somewhere in bus operations or some similarly titled WMATA department.  However, there are other considerations.  For example, if DC pays for buses without MD or VA chipping in, then DC probably expects that the buses will only operate in DC, like with the Gilligs or Orion IIs.

If that was the case then the 9800s should have be running from West Ox right now, as unless I am proven wrong, VA were the only ones who paid for them, when DC had "money issues" and MD said that if DC didn't pay for them, then we aren't.

I don't know who does bus whoever is might need to stop smoking what they are right now, these LFAs (wait I mentioned these buses again, and I don't like them, I shouldn't have done that, OMG), because these suckers are so out of order everywhere it's a shame.

I thought it was the other way around? (MD and DC paying and VA not paying, I think...)
If VA were to pay, then those Flxibles would have gone up to 9910 or so

The way it was supposed to go was each was supposed to pay somewhere around 1/3 each and that would have meant 35 per 1/3 paid, yet only 35 came, therefore since VA was the only one that paid and DC didn't and MD didn't because DC didn't meant that instead of getting the full 110, only 35 would have came.  If DC and MD had paid and VA didn't, around 75 would have came instead of only 35 that did.

Apparently MD thought DC was faking when DC said they had financial problems.  Apparently MD didn't realize all of the cuts that DC made to their metrobus service because they had money problems.  Either that or Sharon Pratt Kelley really hated metrobus and wanted to smite them.

I can't remember the figure each had to pay exactly but I think I still have the article that mentioned the whole debacle.  If the full 110 had been ordered would there still be a half split between the DD50 units and the M11 units, and would there have been more surburbans ordered?  Well only if that order was fully paid for we would have known, like the 400+ Orion V order.

I know this is almost 5 years old but, was this the reason why the 1997 Orion V order was cut in half and 50 of these went to MTA bus company in Queens?
