The 4379 I was on, although it had a FMR block, was being operated by West Ox. Driver said so. He needed the schedule and map to get to where he was going.

That's how it works when a bus (and driver, at times) are substituted.  Obviously, Ox doesn't have a block with 38Bs on it.  The block and run numbers indicate the work that the bus and operator (respectively) are doing, not necessarily what garage either of them are from...so the displayed run number is not always an exact indication of a vehicle's garage assignment.

I think this photo illustrates the concept very well:

I saw 5340 on Georgia Avenue yesterday. Don't know if it was on the home stretch from Hayward or not though.

Quite possible.  My guess is that they'd get off of I-495 onto Georgia for that short block and then turn at Seminary.  The buses I saw being delivered had the sings displaying "TEST PATTERN" and white protective covering on the front end.

Passed by Carmen E Turner this evening and there are about 3 DE37LFAs sitting there along with about 8-10 DE42LFAs sitting there.  At Landover there is one DE42LFA with no wheel covers probably just came in and is awaiting approval, before being moved into Carmen E Turner.  Also in Landover, more Ds awaiting retirement and next to Landover there are the Metro '86-'87 Metro As sitting there.

All of the DE42LFAs I saw that weren't next to the bridge were in the LOCAL scheme, and no more DE62LFAs.
