It's probably quicker to deadhead back to Royal from the end of the P19 than it is to FMR.

I do the same thing with deadheading buses in Vegas.  I have oddball trips coming out of a garage you wouldn't expect, but it's quicker to use the garage closest to the freeway than it is to take one that seems intuitively closer but has to use surface streets to get there.

Annex isn't that large a garage, at some point capacity constraints and a need to balance miles and routes becomes more important than the length of a deadhead.

2182 or 2183 i spotted on the J5 last night while at Twinbrook Station...I dnt remember the number b/c on the right side it just said 21 and after that numbers were scracthed off and on the back but the back left had all fours..
