Is there a reason for why Metro keeps buying BRT buses?

It just hit me that the last time WMATA bought regular buses was back in 2007 for the C40LFR CNGs. After that, it's been straight BRT. Right now, we have about 695 BRT buses in service with another 654 on order. This time 5 years from now, we may have more then 1,300 in service. I thought WMATA didn't have the funds to buy anymore DE42LFAs after the 2010 order. Buying these new NABIs is literally buy DE42LFAs again. What gives?

Does anyone believe we will ever have normal buses again?
