When are they going to be delivered?

The last reports made by the media says they won't be on the property until after the Silver line opens. The first set cars to arrive will be prototypes which will go through an extensive evaluation and testing process. The prototype evaluation and testing process is scheduled to last about 7 1/2 months. The final production design will be based on modifications made as a result of the testing and evaluation.

I know of no set date for the arrival of the prototypes cars. My best guess would be some time this winter.

There also is the issue with when the test track and commissioning facility will be ready.  The frame of the commissioning facility was topped out in July. The parts for the crossover that will connect the test track to the main line south of the Greenbelt station interlocking began arriving back in June. Ground work for the crossover began around the same time. When I was out there about a month ago the crossover had not been install yet and no grading had been done in preparation for track construction.

Okay, so I guess the 7000s wouldn't start arriving until 2015 at least by what you are saying.

Don't take my words as gospel. WMATA might begin the testing and evaluation of the prototypes before the test track and commissioning facility is ready. The evaluation may not find any significant flaws in the prototype. The first 7k car train might see revenue service before last quarter of 2014.
