I would've expected them to start painting older buses that are more in need of a paint job, than having a relatively new bus like 2823 being amongst the first to be repainted.

Now, that's definitely the NYCTA way.  No kidding!  They've repainted numerous buses only to strip them within a few months.

Didn't Empty A do the same thing, and replace old flipdots with LEDs in buses that were slated for replacement months later?

I can't wait to see the NABIs in the new paint scheme. As told by WMATA Employee, the Flxibles will go through an overhaul, making them look new again.
