Regarding the AC stuff, blame EPA - "every bus manufacturer except Gillig" (and MCI, if you want to go there) ended up moving their AC units to the roof of the bus because of all the new stuff related to "2010 engines" and emissions controls (the quote comes from a Gillig rep).  Our next order of buses (due in about 12 months, before you ask...) had a line item for 2010 Engine equipment and it was $27,000 additional per bus.

I've only seen this type of HVAC on buses with Thermo-King units (i.e Brampton Xcelsiors). SEPTA still orders Sutrak HVAC units which are roof mounted regularly even with the EPA2010 standards. Why Thermo-King decided on this mounting is beyond me.
