plus, from what I heard, the C2 used to terminate at Randolph and Veirs Mill, so that would have counted as well.
I also want to say the M4 since the two extreme termini are at Pinehurst and Sibley Hospital, but there's the middle terminus at Tenlytown Station...

besides the 70/71, probably the 80 (serves 8 stations including Farragut North and West, McPherson Square, Metro Center, Chinatown, Union Station, Brookland, and Fort Totten)

1. The D4 wouldn't count even though Franklin Square is right at the current McPherson Square termini for most buses (I have no idea why they chose that route to say FRANKLIN SQUARE). The C2 wouldn't count as the Randolph & Veirs Mill runs are those runs that are heading into the garage.  The M4 would count too but ironically, the trips from Sibley have Tenleytown as its destination so that one is on the fence.
2. The 30s definitely would count having the most because it basically hits most of the major stations along its route.
3. 9S and S80/91 for VA. As for the DC ones, I'd have to look at the schedule to see which routes have the shortest running times. As for MD, the F12 and F13 would count since they are mainly business park shuttles.

School routes really wouldn't count toward them since they are mainly trippers and aren't meant to be that long anyway. As for the Y31, I'm really doubting whether that even runs after I tried to catch a glimpse of that run back in mid-March.

I'll take a stab at the 1C question. IIRC, the original western terminus was Inova Fair Oaks Hospital before FFX rerouted the 605 to serve that portion. The 1Z originally had a terminus there too.

Right for North, East, and West. Having looked at maps, the southern extreme is the Indian Head terminus for the W19 which is well south of Fort Belvoir.

Last I checked, Dupont Circle is in the downtown core of DC. There still is one other one that isn't Dupont and isn't in the downtown core that has 4 depots.

Given how such boundaries exclude a good number of nonprofits/lobbying firms/employment agencies that fill the area between Farragut Square and Dupont Circle, I think the boundaries can be a little flexible.
