Cool stuff.  The builders plate lists the model as TC40102N.  I thought they were A/C equipped which would make it the TC40102A.

I wonder if the AC was done after delivery?  I could see Pitt passing on A/C and then realizing "ohh crap".

I dont have an Answer to that this was '96 so anything is Possible I can't see them ordering buses without A/C though I know the classic is big in Canada but we're not Canada our weather is Bi-Polar.

I'm thinking it was mislabelled.  One thing is that most of the Classics built (from GMD, MCI and NovaBUS) were for Canadian agencies and most of those did not have A/C.  I wonder if NovaBUS (and possibly the others) were putting the same model number on all of the builders plates.
