How do the wheels "pop off" the train?  In any event, here is the release from the Metro website:
Major Delays on Orange, Blue Lines Track equipment derailed at Courthouse  Customers on the Orange and Blue Lines can expect major delays this morning as trains are single-tracking (taking turns sharing one track) between the Clarendon and Foggy Bottom Metrorail stations due to a piece of track equipment that derailed before the rail system opened this morning.
The piece of equipment, a vacuum truck, had been involved in overnight track maintenance work downtown and was headed back to the rail yard when the wheels popped off the tracks at the Courthouse station. There were no injuries. The incident occurred at about 4:30 a.m. as the equipment  was headed in the direction of Vienna.
Orange and Blue Line customers can expect crowded conditions and delays of 40 minutes or more this morning as a result of the incident.

Apparently its a high rail truck.  Anyone have pics of this or any other MOW equipment

As they were taking the disabled train to the railyard this afternoon, it derailed again, this time near the East Falls Church station. Single tracking is in effect between East Falls Church and West Falls Church. Delays are expected for PM rush, but they should not be nearly as severe as they were this morning since the Blue Line will not be affected nearly as much.

Derailment count for the day is now up to 3.  You read that right.  A Yellow Line train on the pocket track north of Mount Vernon Square at about 6:15 PM tonight.  Trains are single tracking from Mount Vernon Square to U Street on the Green and Yellow Lines, delays are expected to continue for the rest of the night.
Single tracking continues on the Orange Line between East Falls Church and West Falls Church while the (second) vacumn train derailment gets cleared.

Anyone want a deal on a slightly used vacuum truck?

The train involved in the MVS derailment was a 5000 Series car.  Last car of the train derailed on one of the pocket track switches, but it is unclear if it happened as the train was entering or leaving the relay.

The vacuum truck is more then likely fine, it's the highrail hardware underneath that junk.

Once we find out which track was blocked we will know if it was entering or exiting.

Only now after system closing, it occurs to me we could have used the online PIMS displays to figure out which track it was.  Oh well...

I have a friend who was commuting from Reston to DC on the Orange Line and got caught in both the am and pm derailments.  In the afternoon rush he gave up and took a $40 cab ride home to Reston.

The above story reports that the derailment happened as the train was leaving the Mount Vernon Square station on outbound track E1 as it was entering the pocket track E3. The wheels on the rear truck of the last car in the train derailed.
