Won't WMATA cut back operating expenses once Fairfax Connector take over the Chantily and Centreville routes too?

I wonder why they figure in 0 lost revenue for the C4?  Even though everything can be done via transfers to other routes, there will be some people that will probably just not take those trips. Who wants to transfer two times to go from University Blvd. to Twinbrook?
