DC Streetcar Grant Rejected

Who is the NCPC and what do they have to do with the streetcar system?  I wish the article was better written to where it would actually state what the acronyms mean.  This is a frustrating trend in journalism nowadays.

Getting back on topic (heh), were they trying to expand the line from its original origin point?
My favorite buses:
1989 SEPTA AN440: 19 years in service
1989 NJT Metro Bs: 21 years in service
1990 WMATA 93/9400 Flxes: 20 years in service!
1990-92 Ride-On Orion Is: 17-18 years in service!

Tell me again I have no taste in buses...

NCPC = National Capitol Planning Commission. They have some power to approve or reject projects.
