You know, the 28A is a good one. I don't know why I didn't think of that. I would have the 28A go from King Street and short turn to Seven Corners at 11 p.m. No more trips to Tysons after 10:30 p.m. For the 38B, I would have the bus travel from FSquare to Rosslyn for overnight. Would you keep the 5A for late night? Or the B30 for that matter?
I know this is everybody's own opinion/wish list but you have to have some reason to run it all night such as areas of nightlife, connections of major commercial areas and high density residential areas. The last 2 owl lines to operate for WMATA were the A's and the 93 which were discontinued in 1995. So for me I would break it down in phases in my wish list.

In Montgomery County I would provide owl service on Route 355, Connecticut Avenue, Georgia Avenue and New Hampshire Avenue in this manner:
1) When subway service stops Combine routes 46, 55 and 100 from Friendship Heights to Germantown Transit Center with hourly limited stop service (call it route 101) on route 355. This would connect with the 30 buses coming up from DC.
2) Route L8 would run hourly limited stop service between Chevy Chase Circle and the Georgia Avenue P&R (at the ICC) connecting with L buses from DC.
3) Run the Y buses on hourly limited stop service on Georgia Avenue to Montg. Hospital/Olney connecting with S and 70 service coming from DC.
4) Initiate a new limited stop hourly route to run from Takoma to Montgomery Hospital/Olney using New Hampshire Avenue. This would connect with the 50 buses coming from DC.
You know, I think the REX could get 24 hours too. I would have the buses run hourly between King street and Fort Belvoir.
Also, the 16E or an overnight 16B could also be put to good use.
