I was rather intrigued by the proposal to send the F6 to Fort Totten and eliminating the R3 and R5 (which I never really saw anyway). Of course, that could likely lead to more crowded buses on the F4, right?

I dunno about that idea for 30 min headways. Yes, it sounds nice on paper, but then you risk losing service completely if there isn't enough ridership to sustain hourly headways. At the same time, I think anything less than that would be horrid anyway.
They've proposed this before. Personally, I think the Rs need some sort of restructuring, but I also don't think this is the best solution. The R2 is heavily used between PG Plaza and Fort Totten based on my observations, with many riders originating and alighting at those points, and takes a far more direct route than the R3. There is also a demand for direct service towards Adelphi from what I can tell, the outbound R1s and R5s I've seen at Fort Totten are carrying decent loads. I think the proposal calls for increasing the F4 to make up for the loss of F6 service between PG Plaza and Silver Spring.
I find the idea of having the L2 bypass Dupont Circle entirely to be a bit concerning. To me, it seems like an important link to have right at the Metro station, and in the case of the 42/43 combo, you still have some buses stopping right at the Metro. I know Dupont Circle can be congested but it also seems to me like an important destination that shouldn't be skipped over.
