Doesn't the Baltimore Light Rail have some long stretches with no lights once it gets out of downtown? Good luck beating that by running. The Jerusalem light rail when I rode it end to end had an average speed of 5 MPH including stops at stations and red lights.

The Baltimore City Department of Transportation and the Maryland Transit Administration have not come to an agreement on who and how signal priority system should be implemented. The State Highway Administration is another party that's also involved in the implementation signal priority system along Howard Street. All of the agencies involved have their little fiefdoms to protect.
I don't see how SHA is involved since the City owns the street. Still, it's frustrating having to wait at long lights trying to get through downtown hence why it's nicknamed the white snail.

The streets may belong to the city but not all the money to build and maintain them come from the city treasury. SHA is the conduit for road and highway money allocated by the state. As an example, Antioch and part of Hampton Avenues in Princes Anne, Somerset County, town street, were repaved with federal stimulus money funneled to the town through the SHA.
Figures. It'll probably be another 3-5 years before anything is done to speed up the line (if ever).
