They are adding 263 new positions to the payroll in a variety of departments.   Check out the story here:

Metro is seeking to add 263 positions to its payroll, despite pleas of austerity and a request for millions of dollars more in taxpayer subsidies.

The transit agencys budget proposal calls for a workforce of 11,237 for the coming fiscal year, up from the 10,974 positions funded in the current budget.

I agree that this sort of thing will stand out and possibly cause some concern, but I don't see it as an automatic bad thing.

According to Sarles's interview on WTOP earlier this week, they are just trying to fill empty positions that already existed but weren't filled due to the funding situation and need to be filled anyway to make the agency work.  These aren't really "new" positions in the normal sense of the word.

I'm glad to see that the funding situation is better stabilized so that they can refill these positions.

Oh, if only I were already done with my Accounting degree.  Three more years to go.... :(
