Title: WMATA Board Reforms Proposed

I'm a bit surprised this didn't get posted already, and I can't get links right now, but several reports came out this past week with suggested reforms for the WMATA Board.  Most of the reforms have been in line with suggestions made by many members of the DCATZ community, with many of the changes being designed to support an (overdue) shift from planning and building a rail system to managing and maintaining the current one.  The role of the GM may change as well as a result of this overhaul.  One proposal, from Alexandria, would change the board structure to have 17 members, with no alternates, and more representation from individual jurisdictions, which I think is an interesting idea, but the board might be too large at that size.  Other ideas include making the board chair position a multi-year commitment with compensation.
