Usually they are used as shuttles to get bus drivers from Metro stations or remote parking lots to bus garages. They're most prolific out of Northern since the shuttles from Columbia Heights have become regular since WMATA leased some of the unused spots in the DCUSA garage.
Was it one of those green "TAGS" vehicles?

I think these were a separate set of cutaways that were mainly used for employee shuttles included with the TAGS buses order.

Here's the rest. I started the day at 4 in the morning, caught the first 54 bus at 5:12 to go to Rockville, then the Q4 to Silver Spring.
